Unova: Democracy or Monarchy?

After the 26 March change of government ceremony that directly changes the nation's government system from a parliamentary democracy to a Governor democracy and Monarchy nation, More and more Unovians are asking whether Unova is becoming an absolute monarchy or does democracy still exist in the nation.
Unova change government doesnt mean democracy is over. Elections will still be present in the nation. However, only state governor elections will be held. The Sultan also dissolved the Royal Parliament and changed it into the Royal Council of Unova. The council in the new constitution, acts as a meeting place of all council members and the Bendahara(Prime Minister/ Grand Vizier) cabinet ministers. It is also where the council discuss about internal ad external affairs in the country with the Sultan of Unova.
The sultan repeatedly said that he will not burn democracy in unova, and the nation will still endorse democracy as a great government system
